Commission Implementing Decision (EU) 2026/576 under the Biocidal Products Regulation (EU No 528/2012) postpones the expiry date of the approval of the active substance basic copper carbonate for biocidal products of type 8 until 31 July 2029 due to the ongoing review of its renewal.
HPT in biocidal products of type 6
Commission Implementing Decision (EU) 2026/599 under the Biocidal Products Regulation (EU No 528/2012) does not approve the active substance formaldehyde released from the reaction products of paraformaldehyde and 2-hydroxypropylamine for biocidal products of type 6 due to failure to meet safety criteria (carcinogenicity category 1B).

Commission Implementing Decision (EU) 2026/578 under the Biocidal Products Regulation (EU No 528/2012) postpones the expiry date of the approval of the active substance alpha-chloralose for biocidal products of type 14 until 31 December 2027 due to the ongoing review of its renewal.
Copper hydroxide in biocidal products of type 8
Commission Implementing Decision (EU) 2026/579 extends, under the Biocidal Products Regulation (EU No 528/2012), the validity of the approval of the active substance copper hydroxide for biocidal products of type 8 until 31 July 2029 due to the ongoing review of its renewal.
DBNPA in biocidal products of type 11
Commission Implementing Regulation (EU) 2026/577 under the Biocidal Products Regulation (EU No 528/2012) approves the active substance 2,2-dibromo-2-cyanoacetamide (DBNPA) for use in biocidal products of type 11, thereby confirming compliance with safety requirements and allowing its legal use on the EU market.
New Detergents Regulation
Regulation (EU) 2026/405 introduces a new framework for detergents and surfactants, replacing the 2004 Regulation and modernising the rules with the aim of enhancing the protection of human health and the environment and harmonising requirements across the EU market.
New active substance for biocidal products
Commission Implementing Regulation (EU) 2026/385 under the Biocidal Products Regulation (EU No 528/2012) addresses the (non-)approval of the active substance formaldehyde released from the reaction products of paraformaldehyde and 2-hydroxypropylamine (3:2) for biocidal products with regard to exclusion criteria (carcinogenicity) and the assessment of the availability of alternatives and risks.
New active substance for biocidal products
Commission Regulation (EU) 2026/373 under the Biocidal Products Regulation (EU No 528/2012) approves the active substance formaldehyde released from the reaction products of paraformaldehyde and 2-hydroxypropylamine (1:1) for biocidal products of types 2, 11 and 13, exceptionally despite its classification as a category 1B carcinogen due to the absence of suitable alternatives.

Postponement of the entry into force of the revised CLP Regulation
Regulation (EU) 2025/2439 amends CLP by postponing the applicability of new requirements for the classification, labelling and packaging of chemical substances introduced by Regulation (EU) 2024/2865 in order to provide companies with more time to prepare and reduce administrative burden.

POPs - amendment to Annex I of Regulation (EU) No 2019/1021
Commission Regulation (EU) 2025/1482 amends the POPs Regulation by tightening the limit values for polybrominated diphenyl ethers (PBDEs) in articles and mixtures (including recycled materials) and introduces their gradual reduction over time in order to limit their presence on the EU market.

Commission Implementing Regulation (EU) 2025/2067 amends the rules on ECHA fees under REACH by increasing them (by approximately 19.5% in line with inflation) and at the same time introduces administrative changes, including prior verification of SME status and its extended validity.
PFAS in firefighting foams – amendment to Annex XVII of the REACH Regulation
Commission Regulation (EU) 2025/1988 amends Annex XVII of the REACH Regulation by introducing restrictions on PFAS in firefighting foams, prohibiting their placing on the market and use above 1 mg/l from 2030, with transitional periods for certain uses until approximately 2035.
